Opening an RCFE

CCLD Public Portal for RCFE Administrators

By Sevana Care · Checked against cdss.ca.gov and California law on

The CCLD Public Portal is the California Department of Social Services (CDSS) website for administrator certification. There you can schedule the exam, apply for a certificate or renew one, upload course certificates, check your status and pay fees [2]. It opened on August 17, 2026, replacing the old Administrator Certification Bureau (ACB) portal [2]. It is optional. CDSS still takes applications by mail [1], and background checks stay in Guardian, a separate CDSS system [12].

What you can do in the portal now

CDSS lists these for administrators [2].

For administrators · open since Aug 17, 2026

Create an account

If you had an account on the old administrator or vendor portal, you may already have one. See "Before you log in" [6].

Schedule the exam

Register for the administrator exam. CDSS's procedures page says to pay the $100 fee by credit card, which covers three attempts; see the note below [3].

Apply for your first certificate

Open Manage Certifications, choose the Applications tab, then Submit Administrator Application. The fee is $140. Apply within 30 days of the email saying you passed [3][16].

Renew your certificate

In Manage Certifications, find the expiring certificate and choose Submit Renewal Application. The fee is $140, and you can apply up to 90 days before it expires [4].

Upload course certificates

Your initial training (ICTP) certificate and your continuing education (CEU) certificates go in here. For a renewal, use Completed Education [2][4].

Check status and pay fees

CDSS lists "Track application status and pay fees" [2] and says: "The portal displays live certification status." [3]

For the licensed home

Pay CCLD fees

The PIN that announced the portal says licensed facilities can "Track and pay most fees online" [1]. The portal's menu has a Payment Center [15].

You can also ask for more time there. Request an exam extension within 60 days of finishing the training, or an application extension within 30 days of passing [3].

Note

CDSS's pages disagree about the exam fee. The procedures page says to pay "$100 by credit card" when you register in the portal [3]. The exam page says the fee "is payable by check or money order" and links a registration guide dated 8/2025 that says to email ExamRegistration@dss.ca.gov [9][10]. Ask ACB which applies before you pay.

Before you log in

Passwords from other CDSS systems do not work here. PIN 26-10-CCLD says: "Login information and passwords used with other CDSS systems will not be transferred to the CCLD Public Portal." [1]

Had an account on the old portal? Do not make a new one. CDSS says to log in with the email you used before plus ".fmsportal" at the end, then use Forgot Password to set a new one [6][7]. So JennyExampleEmail@gmail.com becomes JennyExampleEmail@gmail.com.fmsportal [6].

New to the portal? Choose Create Account at the top right and enter your name and email. CDSS emails you a link to set a password of at least 15 characters, with an uppercase letter, a lowercase letter, a number and a special character. The second time you log in, the portal asks you to set up multifactor authentication [7].

Already mailed your application? Do not send it again in the portal. CDSS warns: "If you already mailed in your application and you try to renew in the portal, the system may flag your application as delinquent and apply additional fees." [2]

Your certificate number changed. CDSS's list of active certificates says new numbers have been assigned since the portal launched: "The certificate number is a Thirteen (13) digit number beginning with seven (7)". It adds: "You must use the New certificate number to renew your certification." [11]

What CDSS says comes later

The portal opened with the administrator, training vendor and fee features, and its menu ends with "More coming soon" [15]. PIN 26-10-CCLD, from August 2026, says later releases "are expected to allow licensees and providers to" [1]:

  • submit licensure and Home Care Aide Registry applications, "including, but not limited to, new, renewal, and changes"
  • check on the status of those applications
  • upload documents "such as Proof of Corrections, Appeals, and Incident Reports"
  • view inspection reports

CDSS's project page gives anticipated dates: Release 2 "Fall/Winter 2026" and the full system "by Summer 2027" [5]. For a facility license application today, follow the steps on our facility license page.

To check a certificate's expiration date, CDSS points to its Active Administrator Certificates List, a PDF on cdss.ca.gov [4][11].

If the portal gives you trouble

ACB's page says there are "technical issues affecting certain administrator applications and vendor course requests" since the move to the new system [8]. It also says:

  • "Applicants experiencing CCLD Public Portal submission issues are encouraged to submit their applications and supporting documentation by postal mail." [8]
  • ACB "will temporarily waive delinquency fees" for renewals held up by portal problems. "This waiver period is subject to change." [8]
  • "Renewal administrators who are approaching their expiration date are encouraged to submit their renewal application by postal mail." [8]

Mail goes to CDSS-ACB, 744 P Street, MS 9-15-807, Sacramento, CA 95814 [3]. For a technical problem, open the portal home page, scroll to Contact Us and choose Contact CCLD [6]. Portal questions go to CCLDFMSInfo@dss.ca.gov [2]. Certificate questions go to AdminCertInfo@dss.ca.gov or (916) 653-9300 [3].

How it differs from Guardian

Guardian is CDSS's background check system. CDSS calls it "a new electronic data system, designed to streamline the background check process for all licensed care" [12]. The CCLD Public Portal handles the exam, certificate applications and fees [2].

You do not apply for a license in Guardian. Its FAQ says: "In order to apply for a community care license, please contact your local licensing office to assist." [13]

If you were cleared before, CDSS's administrator FAQ says you check it in Guardian: "To find out if you are in our system, log into your Guardian account." [14] In the portal, administrators can already "Track application status and pay fees" [2]. Background check status is further off: CDSS's project page names "Checking application and background check status" among what the portal will enable [5]. Logins are separate [1].

Questions

Where do I log in to the CCLD Public Portal?

At fmsportal.dss.ca.gov. Choose Log in at the top right, or Create Account if you are new [7][15].

Do I have to use the portal?

No. PIN 26-10-CCLD says: "Use of the CCLD Public Portal is optional, but highly encouraged; manual submission processes will continue to operate as usual." [1]

Is the CCLD Public Portal the same as Guardian?

No. Guardian is for background checks [12]. The portal is for the exam, certificate applications, renewals and fees [2]. A Guardian password does not carry over [1].

Can I apply for my facility license in the portal?

The August 2026 PIN lists license applications among the features expected in later releases [1]. Paper still works: "manual submission processes will continue to operate as usual" [1].
